Checklist for Launching Outbound Calls With Compliance and Strong Deliverability

Before launching an outbound campaign, review the connection, caller identity, contact practices, and agent workflow.

Before launching an outbound campaign, review the connection, caller identity, contact practices, and agent workflow. A successful test call does not establish that the complete campaign is ready.

Use this checklist with the people responsible for telecom operations, campaign management, and the rules applying to your use case.

Technical and routing setup

  • Confirm the traffic type and destinations permitted by your provider.
  • Verify authentication, source-IP permissions, dialed-number formatting, and codecs.
  • Check simultaneous-call limits and calls per second separately.
  • Confirm your right to present each outbound caller ID.
  • Test two-way audio, DTMF, transfers, hangup behavior, and call records.
  • Test backup routes against defined failures; do not use them to bypass policy restrictions.

Caller identity and callbacks

Ask how caller ID authentication is applied to the account. Confirm caller-name or branded-calling support where relevant, and test the actual display on representative networks and devices.

Provide a working callback route. Call each displayed number during business hours and after closing. Authentication and registration do not guarantee that all receiving networks will remove spam warnings.

Contact and consent records

  • Record the source and purpose of each contact list.
  • Review the consent requirements for the specific call type and technology.
  • Apply the relevant registry and internal suppression requirements.
  • Test opt-out handling across the dialer, CRM, and other contacting systems.
  • Configure calling schedules for the recipient's timezone and applicable restrictions.

The FTC's guidance explains the Telemarketing Sales Rule's calling and recordkeeping requirements. Campaign-specific requirements can also involve other federal, state, or sector rules; this operational list is not a certification of compliance.

Agent availability and dialing pace

Verify that representatives are available when a customer answers. Review predictive pacing, answering-machine detection, transfers, and abandoned-call handling. Confirm the applicable measurement rules before using a dashboard percentage as a compliance indicator.

Do not assume that one calls-per-DID threshold or a fixed resting period protects number reputation. Evaluate actual complaints, customer expectations, and destination-specific behavior.

Pre-launch tests

Start with a controlled set of calls to representative destinations. Record caller ID display, audio, DTMF, agent connection time, opt-out behavior, callback routing, and the resulting call records.

Check account balance alerts and identify the person who can stop the campaign. Agree on escalation contacts and the evidence required for a routing investigation.

Monitor after launch

Watch failed calls, useful conversations, complaints, opt-outs, and agent feedback separately. Keep the test log and configuration baseline so your team can identify a change quickly.
